Rules of Engagement (RoE) for Kingdom 216 (K216)

Established by King Daemarion (IMM) and the Hand of the King, Rainblade (OSS)
Unity through strength, peace through fairness.


These Rules of Engagement exist to preserve peace, fairness, and progress within K216. All players, clans, and leaders are expected to follow these rules in order to maintain harmony and growth throughout the kingdom.
This RoE reflects the unified vision of King Daemarion and his Hand, Rainblade. It is built on shared leadership, mutual respect, and a commitment to a just and enduring kingdom.

Updated to include Propositions P002C, P003, and P004.


  1. FOUNDATIONS OF A KINGDOM
    1. With this code of laws, I seek to establish a Kingdom in which respect, civility, and cooperation are the norm, rather than the exception. To this end, I am immediately forming a two-party governmental system comprised of legislative and judicial branches – the Senate and the Tribunal respectively.
    2. I seek an end to the constant in-fighting that we have seen spill into our public channels dating back to our Kingdom’s first CoT. We must put petty differences behind us and prepare for the onslaught of superior-by-might enemies. Only through cooperation and coordination do we stand a chance of survival.

 

  1. SYSTEM OF GOVERNMENT

I want the government of K216 to serve the entire kingdom. I want a government "of the people, by the people, and for the people”. To this end, I am enacting the following system of government. It is my sincerest hope that this system of government will carry on through subsequent administrations, granting our citizens consistency of government and legalism.

    1. The Magna Carta

In my system of government, no person regardless of status or title – not even a King – is above the rule of law. ROE-compliant clans and players shall be protected by the kingdom, its title holders, and its Monarch.

    1. The Definition of a Clan

In order for a clan to receive the protections of this ROE, it must meet the following criteria. Failure to comply with any of these criteria will leave the clan subject to losing its ROE protection.

                                                              i.      The clan must be set to "Request Only” or "Private” status.

                                                            ii.      The clan must have an active Leader and at least four (4) active Superiors to receive consideration as a clan. At least one of these Superiors must be designated as the Clan’s Diplomat on the Clan’s Information page; the Diplomat must be capable of handling dispute and compensation requests within 36 hours. In the event that a titled Diplomat is unable to fulfill this duty, the Clan must immediately appoint a replacement and edit the Clan Information page.

                                                          iii.      The Clan must have at least 9 active members (including the leader and Superior) and must establish a Clan Capital within 14 days of formation. Before a Clan Capital is built, the Clan has no protected area and thus no protected resources.

                                                           iv.      The Clan must include in their description the following:

"We follow the K216 ROE”

    1. The Senate

There shall exist a legislative branch of government known as the Senate. The purpose of the Senate will be to adjust and adapt the current ROE to suit the ever-changing needs of the Kingdom. While the Senate and future Monarchs may edit and/or alter the ROE, it is my sincerest hope that future administrations will not seek to replace it entirely.

 

                                                              i.      The Senate shall be comprised of members of the top twelve (12) clans, sorted by Might at the close of the voting phase of CoT.

                                                            ii.      Each of the twelve clans shall submit two members of at least Superior rank for participation in the Senate.

1.      The first of these members, preferably of Leader rank, shall be the voting delegate.

2.      The second of these members shall be a non-voting auditor whose purpose is to ensure the transparency and integrity of the Senate. The auditor may vote only in the circumstance that the voting member has been absent without notice for over seventy-two (72) hours.

                                                          iii.      The Senate shall be presided by its Speaker who shall be appointed by the Monarch and receive the title of "Chancellor”. The purpose of the Speaker is to accept requests for changes or additions to the ROE, manage discussion within the Senate, tally votes, and report the results to the Monarch.

1.      Additions to the ROE require a simple majority, with ties being broken by the Speaker.

2.      Adjustments to existing clauses of the ROE require a two-thirds majority, i.e. eight (8) votes.

3.      The Monarch may request the Senate make specific adjustments and amendments but may not, by fiat, revoke or remove any protections or guarantees provided by the ROE.

                                                           iv.      For the sake of transparency, the Senate shall conduct business only in one channel and that channel must be open to the public. For this administration, the channel shall be:

K216/SENATE

    1. The High Court

                                                              i.      The twelve (12) members of the High Court shall again be selected from the same top twelve Clans by might, as recorded at the conclusion of the voting phase of the CoT.

                                                            ii.      Each of the twelve clans shall submit two members of at least Superior rank for participation in the High Court; members of the High Court may not also be members of the Senate.

1.      The first of these delegates will be designated as a voting Judge.

2.      The second of these delegates will be designated as a non-voting auditor for the sake of transparency. The auditor may serve as the voting member in the event that the voting Judge has been absent without leave for seventy-two (72) or more hours.

                                                          iii.      The High Court shall be overseen by the Royal Clerk who shall be appointed by the Monarch and receive the title "Quaestor”. The Royal Clerk shall receive requests for conflict resolution only after all other measures outlined in Section 4. Conflict Resolution have been exhausted.

                                                           iv.      For each case brought to the High Court, the Accused is entitled to select – at his or her discretion – a voting Judge to serve as Defender, given the duty to argue the case on behalf of the accused. The remaining eleven (11) Judges shall vote amongst themselves to appoint a Prosecutor who will bring forth the charges against the Accused and argue the case against the Accused.

                                                            v.      To prevent conflicts of interest, any Judge who belongs to the same clan or a sister clan as the Accused must recuse him- or herself from the discussion and the voting process.

                                                           vi.      After both Prosecutor and Defender have been given a chance to present their cases, the remaining non-recused Judges shall vote on the verdict – guilty or not guilty. Should the Accused be found guilty and the offense found to be of significant seriousness, the High Court may choose to declare the Accused an Outlaw. An Outlaw (see also Section 4.d. Outlaws) receives no protections under the ROE and such a declaration requires:

1.      24-hour Outlaw requires a two-thirds majority.

2.      Permanent Outlaw status requires a unanimous decision.

                                                         vii.      To prevent disruption or coercion, the High Court shall conduct business in a private channel, leaving the twelve auditors to ensure fairness and transparency to their constituent clans and the Kingdom at large.

 

  1. CODE OF LAWS

The Kingdom exists in a State of Peace (see Section 5 for definitions) by default. However, peace will be suspended during player-versus-player-oriented tournaments, namely Clash for the Throne (CoT) and Clash of Kingdoms (CoK). A number of the below laws apply only during peacetime. This section serves as a comprehensive description of the entire code of laws for K216.

    1. Clan Ownership

Every Clan (see Section 2.B.iii) must have a Clan Capital within fourteen (14) days of formation. The Clan Capital (and any Forts belonging to the same clan) project a "Clan Area” that serves as the domain of the clan. Within the Clan Area, the Clan retains ownership of:

                                                              i.      All building material resource nodes – Iron, Stone, Wood

                                                            ii.      All troop training nodes – Food, Silver

                                                          iii.      Any and all contested resources – Tar and Gold

                                                           iv.      Anything not specifically mentioned in 3.A.I.-III are available on a first-come, first-serve basis (monsters, crypts, arenas).

    1. Rules on Targeting

                                                              i.      During a State of Peace

1.      All cities belonging to players who are either not in a clan or are part of a clan that does not follow the ROE (see Section 2.b. Definition of a Clan) are legal targets.

2.      Resource nodes occupied by players who are described in Section 3.B.I.a may be attacked.

3.      Clan property as outlined in Section 3.a may be attacked by members of that clan if the property is occupied by a member of another clan, regardless of whether the occupier’s clan is ROE-compliant.

                                                            ii.      During Clash for the Throne

1.      Players under 250,000 Might, henceforth known as "general protectee”, may not be targeted for attack unless the general protectee attacks another player. Retaliation is limited to one per such attack.

2.      Players under 30,000,000 Might, henceforth known as "protectee”, are protected by the "50 Percent Rule” (see Definitions)

a.      Example 1: A protectee with 8,000,000 Might may be attacked by a player with 16,000,000 Might but not by a player with 16,000,001 or more Might.

b.      Example 2: A player with 32,000,000 Might may attack a protectee with 16,000,000 or more Might, and may be attacked by anyone, even those with more than 64,000,000 Might.

3.      Clan marches are permitted but may not have a total might greater than the target.

4.      Players who do not wish to participate in CoT may reinforce clan forts. However, any player who is currently ranked in the top 100 of CoT may not reinforce their clan’s forts. Scouting clan forts is permitted as a means to catch violators of this rule.

5.      The official end time of the Clash of Thrones is determined to be at reset on the third day at the start of the voting phase. Hostilities must cease by this time.

                                                          iii.      Portals

1.      Portals located in a Clan Area may not be targeted regardless of whether attacks originate from them.

2.      Event portals may not be targeted unless used as a point of attack against another player or clan. Proof of such an attack is required before targeting the event portal. Might brackets and compensation do not apply in this case.

3.      Portals in the wild

a.      During a State of Peace, portals in the wild may not be targeted unless proof is provided that the portal served as the origin point for an attack.

b.      During Clash for the Throne, portals in the wild may be targeted and attacked. These attacks are not subject to the might rule and no compensation may be requested.

                                                           iv.      Illegal Targeting

1.      Clan assets – defined as the Clan Capital and its Clan Forts – may not be attacked under any circumstances regardless of whether the Clan is ROE-compliant.

    1. Resources

                                                              i.      All player-built resources are protected and belong to the player who built them.

                                                            ii.      All resources "in the wild” operate on a first-march basis.

                                                          iii.      If a player is attacked at a resource tile, the player is entitled to either compensation or a single retaliatory attack.

                                                           iv.      Dragon Mounds (DM) and Wellspring Ruins (WS)

1.      Claims must be registered in [Coords] format.

2.      Only one active DM and one active WS claim per player at a time per 24 hours.

3.      Claims are honored in order of posting.

4.      Use "canceled” to cancel any claim you no longer intend to use.

5.      Once claimed, that DM or WS belong to claimant until finished or canceled.

6.      Unlawful attacks on Dragon Mounds are subject to punitive damages (see Section 4.c)

    1. Clash of Kingdoms (CoK)

                                                              i.      During Clash of Kingdoms, all internal combat is prohibited.

                                                            ii.      All foreign portals may be attacked and closed.

                                                          iii.      Enemy troop movements should be reported in K216/Defense.

    1. Voluntary Clan Wars

                                                              i.      Clans may mutually agree to engage in open warfare by signing a Voluntary War Declaration.

                                                            ii.      Both clan leaders must post their consent in K216/Decrees with a clearly scheduled start time and duration.

                                                          iii.      The duration of this scheduled combat may not exceed 24 hours unless renewed by mutual agreement.

                                                           iv.      Third-party interference or proxy combat is strictly prohibited.

                                                            v.      All combat during a Voluntary Clan War is exempt from peacetime ROE restrictions.

                                                           vi.      At the end of the predetermined period, all peacetime protections are reinstated and further attacks are considered ROE violations.

    1. Conquest Point Exchanges (CP Exchange or CPEX)

                                                              i.      CP Exchanges are strongly encouraged at all times, during both CoT and during the State of Peace.

                                                            ii.      All CP Exchanges must be fully consensual and declared publicly in K216/CPEXCHANGE.

                                                          iii.      Exchanges must be clearly stated with both players’ names and coordinates.

                                                           iv.      Ambushes, trick declarations, or falsified exchanges are strictly prohibited and may result in outlaw status.

                                                            v.      CP Exchanges may only involve mutually agreed attacks – all forms of baiting or deceit are considered ROE violations.

                                                           vi.      Players who frequently partake in CP Exchanges may be prioritized for Kingdom support and recognition.

    1. Taxes

                                                              i.      Players are expected to send their gold ingots to the Kingdom. The maximum allowed ingots per city level are:

1.      City Level 1-10: 7,500 ingots

2.      City Level 11-20: 15,000 ingots

3.      City Level 21-30: 30,000 ingots

4.      City Level 31-40: 45,000 ingots

5.      City Level 41-45: 60,000 ingots

                                                            ii.      Recognized officials (i.e. Treasurer) may notify a player in writing that they are over the acceptable limit of gold ingots. The player then has 24 hours to comply with the donation request.

                                                          iii.      Failure to comply may lead to Court review or confiscation. (Exception: If a player is on vacation or an emergency requires extended absence from the game.)

 

  1. CONFLICT RESOLUTION
    1. Procedure

                                                              i.      In the event that a player is the target of an attack that violates the ROE, the player may be entitled to compensation. To be eligible for compensation:

1.      The aggrieved party must be a part of a human-generated clan (HGC).

2.      The aggrieved party must have a battle report showing proof of the violation.

                                                            ii.      The aggrieved party must first seek resolution with the attacker.

                                                          iii.      If resolution is not reached within 24 hours, the issue may be escalated to the Leader or Diplomat of the clan of the player who committed the violation.

                                                           iv.      The clan’s leadership has 24 hours to resolve the claim. If resolution is not reached, the aggrieved party may appeal to the High Court.

                                                            v.      High Court decisions are final. Compensation may include troop loss value, resources, or other in-game items.

    1. Claims

                                                              i.      At any point in this process, the aggrieved party may choose to launch a single retaliatory attack either directly or via an appointed champion. Doing so immediately negates any claims of compensation.

                                                            ii.      Claims must be settled within 36 hours after a decision is made, unless an arrangement is approved.

                                                          iii.      Clans who kick violating players are still obligated to pay compensation for violations made during the players’ time within the clan.

                                                           iv.      Failure by the clan or offender to pay compensation may result in Outlaw Status for both the player and the leader of the clan.

                                              v.     Disputes must remain private. Posting accusations or claims in public channels forfeits the right to compensation or a formal trial. The proper forum for formal disputes is K216/DISPUTES.

    1. Compensation

                                                              i.      Compensation is calculated using the standard compensation calculator.

                                                            ii.      To ease the transfer of compensation, all compensation is first converted to silver equivalency and then to gold.

                                                          iii.      All compensation should be made in the form of gold mines.

                                                           iv.      In the case of unlawful attacks against claimed dragon mounds, additional punitive damages apply as follow:

1.      1 to 5,000 gold plundered: 5 million silver (in addition to standard compensation)

2.      5,001 to 10,000 gold plundered: 10 million silver (in addition to standard compensation)

3.      10,001 to 20,000 gold plundered: 20 million silver (in addition to standard compensation)

    1. Outlaw Status

                                                              i.      As specified in Section 2.d.vi, if a player is declared an outlaw:

1.      Outlaws may be attacked without restriction

2.      All portals owned by an outlaw and resources occupied by an outlaw are legal targets.

                                                            ii.      Players may appeal their outlaw status to the High Court.

                                                          iii.      The Monarch is permitted to pardon an Outlaw at his or her discretion, but the pardoned player may not be pardoned again.

 

  1. DEFINITIONS
    1. Human-Generated Clan (HGC): A clan composed entirely of active human players. Only HGCs are eligible for full RoE protection, Senate membership, and High Court representation.
    2. Computer-Generated Clan (CGC): A system-generated placeholder clan. These clans are ineligible for protections, governance participation, or DM/WS registration.
    3. Clash of Thrones (CoT): A recurring PvP event during which peacetime rules are suspended. Combat is permitted only within specified might brackets, and all actions are governed by the CoT rules outlined in this Charter.
    4. Clash of Kingdoms (CoK): An inter-kingdom warfare event. Internal peace within K216 is maintained; combat is directed solely at foreign invaders and hostile portals.
    5. Conquest Points (CP): Points earned during PvP that contribute to tournament standings and rewards. These may be exchanged between players through mutual, publicly declared agreements.
    6. Dragon Mound / Wellspring (DM/WS): High-value resource tiles yielding gold (DM) or tar (WS). Registration of these tiles is mandatory prior to occupation, and claims must be honored within 15 minutes.
    7. First March: The rule of tile ownership stating that the first valid gathering march to visibly arrive at a wild resource tile secures ownership.
    8. Champion: A designated player authorized to execute a single retaliatory strike on behalf of a victim who cannot retaliate directly. Use of a champion forfeits further claim to compensation.
    9. Royal Court: The judiciary body formed from the top twelve HGCs. The court is responsible for interpreting the RoE, resolving disputes, issuing rulings, and determining outlaw status when required.
    10. The 50% Rule: A player under the protection of the 50% rule, henceforth known as "protectee”, may not be attacked by a player who has more than twice the might of the protectee.
